Dont Shout or you could end up in Jail

I saw this sign today at a Panera Bread (one of my favorite places to eat lunch btw) in Paramus, NJ and it seems pretty draconian, don't you think? $1000 fine, 90 days in prison and 90 days community service all for what, shouting?
